Nikon prostaff is a cheap scope. It carries the Nikon name but not the quality of the models that gave Nikon it's rep.
For $169 there are better scopes out there.
The Bushnell I have no comment on. I've never owned one.

I have used a number of 3200's over the years and never had a problem.

I have a 3200, 3-9 on my wifes 7mm-08. The scope stays zero'd and when switching loads it tracks flawlessly.

Bushnell 3200 is a good scope.

+1 on the 3200. Great scope for the money. Not crazy about the prostaff. Glass is kinda crappy in my opinion.

Of the two, the Bushnell. It really comes down to which works for you.

I have both and would say that there is not a lot of difference. The rain guard on the bush ell is nice but I think the prostaff picks up light alittle better late. The prostaff does not track perfect as in my experience you have to adjust shoot and then the adjustment is made. Once you get them dialed in they have always stayed zeroed for me. Guess that's no definitive and but my opinions

Of the two...a slight edge to the 3200. The Second Gen ProStaff are great scopes. There is not a better option for sub $200.

I have a 2-7 3200 that has rode around and bounced around in the pickup and Polaris Ranger for a few years now, nary a problem. No experience with the Prostaff.

I'd go with the Prostaff out of those two. That said, I think the Burris FFII's are much better scopes for a similar price.
I've not done any real testing with a newer Prostaff, but had an older one I put through the ringer and it held up and always held zero. The glass wasn't great, the turrets weren't great, but it was a solid scope. That said, I've got a couple of Monarchs and I honestly don't see a difference in the glass between the Prostaff and the Monarchs. The Monarchs are nicer in other ways, but glass wise I don't see much of a difference. The Burris FFII's still blow them both away.
The Elite 3200's I've had were decent scopes, had slightly better glass, but the adjustments were horrible on them and they just didn't instill a lot of confidence in me. I don't know that there was a huge difference anywhere between it and the Prostaff, I just preferred the Prostaff.

I don't think the Prostaff has anywhere near the quality of glass the Monarch's have. I have 2 of them but I couldn't tell you if the Prostaff I had then returned was 2nd generation. This was last year. I took the Prostaff back because I had $100 Simmons scopes that had better glass than it. I have a $69 Center point that I think is about on par, glass wise, with the Prostaff. If I get a cheap scope I want to pay cheap scope prices.
I will however agree with you on the FFII having better glass than a Monarch. My brother and I put them to the test in low light on 8x. 4.5 to 14 42mm ffII vs 4 to 16 42mm Monarch. My Monarch lost. Though the Monarch was the nicer more stream lined scope.

Elite 3200 is better in my opinion. there is currently a $75 rebate on the new Elite series scopes. You can get a brand new Elite 3-9x40 for under $200, which is a very good deal.

I've had a first generation pro-staff and a Bushy 3200 for years. Ain't enough difference between the two to shake a stick at. My Weaver classic V-9's are better than either for about the same money.

I'd look to the Burris FFII, the Vortex line and even some of the new Redfields at that price point before making that decision. Or, better yet cut out a few beers, cokes, smokes, dips or whatever and squirrel away another $100 to get into a better class of glass. Still some deals out there for the 4200 3x9 for not much more.
