I want to pick up a 5.56 upper for casual use. Something between 16" and 20", not a heavy barrel, I like regular handguards and don't need to bolt a bunch of anything onto it besides sights or an optic.
I won't be parachuting into Iran or making amphibious landings, but I don't wan't to worry if it's going to work, or hold up to normal use. I don't need it to shoot half an MOA.
I'll spend what I have to to get something decent. What should I look at?

It is a good deal but you still need to purchase a BCG and charge handle. I came close to buying one then found their complete carbine (same upper) on sale last week for $700. No brainer for me.

Your going to be close to 450 with that upper if you buy the bcg and charging handle not that great of a deal it's not hard to get a complete upper for around 400

I bought my wife an upper with a complete lower parts kit from J&T Distributing. The upper was a flatop with a float tube and Wilson 1 in 8 twist 16" stainless national match barrel for 570 dollars about 2 months ago. Shoots very well, better than I expected it would. No issues with it so far. I am considering buying another one for me. It is much lighter than my Armalite M 15 A4(T)

What loads have you shot in it? How does that 1 in 9" work with heavier loads. I assume you have shot mostly 55grn. How is the accuracy? I would ideally like to keep it sub 2 moa at 100. I am a fairly good shot and just want to make sure the upper is capable. Yes I know 2 moa is not super precision but it is a budget upper not a Sub moa benchrest gun I am putting together

I zero at 25 and go from there; using a Bushnell TRS-25 and doing combat-oriented shooting. Always hits the target. They're Mossberg barrels, I believe. Never tried any 'quality' ammunition to test accuracy.

A rock river upper can be had for less money . I also think a 7 twist is too much

Bushmaster, DPMS or Rock River will work. Go to midwayusa.com. No reason to spend a bunch of $'s if you don't need it.
