One question for the feds? If they were standing next to Ed Mcgivern and he squeezed off 5 rounds in 5/8 of one second, in his Smith wheel gun, would they call that a machine gun? I know "they" don't have to make sense, but it seams that if you have something that malfunctions and are trying to get it fixed you'ld be Ok.
