I would seriously doubt that you could find a 'smith that would do it. For a number of reasons...
1. Recoil lugs are not available for one thing.
2. The cartridge in question more than likely puts out too much pressure... (The action is only designed for .30-30 pressures... About 38,000 c.u.p.s)
I tried my very best to talk J.D. Jones into converting a M-219 to 6.5 Jap... (Which puts out about equal pressures as the .30-30...) He flatly refused. He kept trying to talk me into a 6.5 JDJ... His own propriety cartridge...
For what it would cost to realisticly convert a M-219, It would most likely be cheaper to just buy a Ruger #1 factory chambered.
I built my 1st 9.3x74R on a Ruger #1, and about 18 mos. later, Ruger comes out with a factory 9.3x74R.
