I've shot a number of rifles with Pac-Nor barrels and so far all have been quite accurate. That doesn't mean they can't make a dud barrel (any maker can) but from everything I've heard they back up their work--which can't be said about all barrel makers.

My experience with PAC-Nor has been great. Had Lee build me a 264 Winnie with a #3,and also had a 280 AI second hand that he built. Both barrels cleaned up easy and were 1/2in rifles.
I'd roll one again without a doubt.

I only have the one, a 25 WSM, 3 groove, they mounted on an early model Remington Ti, they also installed a Sako extractor. Working with them was enjoyable, on time delivery of a quality product was the icing on the cake.

I have two Pac Nor barrels- one on a .280 Rem., one on a .270 WSM.
The .280 barrel shoots lights out with about every load and factory ammo I care to run thru it.
The .270 barrel, on the other hand, has proven to be very finicky about bullets, powder, etc. I finally have one load that is fairly decent, but I was really hoping for similar results like I had from the .280 barrel.
My gunsmith has commented that he has had mixed results using Pac Nor barrels, and he has seen a lot of them.
I'd rather be a free man in my grave, than living as a puppet or a slave....

I had them prechamber a 300 Winchester #3 contour some years back, had a great gunsmith install it on a 700 rem,,,, needless to say poor results at best, chamber was less than concentric with bore,,, never could talk to chris, only a lady running things,, results, will never own another, will never recommend them either,, only based on a sample size of one I understand but,,,, the gunsmith I used had thoughts of them being not in the number one spot in the barrel making business,, and,, I TOLD YOU SO , was thrown around a bit

Had 4 built by Pac-Nor in the past - JB is right, they will back it up. One had a bubble appear in the steel in the throat, Pac-Nor cannot control imperfections in the steel, but they replaced it. You cannot get better service than that.
My most accurate groups shot at 330 and 415 yds, were using two different 6BRs Pac-Nor built.

I've had 3 Pac-Nor barrels in 223. One is a 8 twist 3-groove and two are 6.5 twist 3-groove barrels. They are 20" AR Service Rifle barrels turned, chambered and installed by John Holliger. All three shoot and hold X-ring at 600 yards. The two 6.5 twist barrels have seen some pretty stout loads developing data for the 90gr JLK. I think those JLK's were traveling a bit faster than they had a right to be coming out of a 20" 223. None came apart before reaching the target, and all made it point-on and stable. In the early days of the 90gr VLD's for highpower, the only bullets I had heard of going "poof" were shot out of a Krieger.
If Rost find this thread, he'll share his experiences with my barrel's littermate. I don't recall him complaining much about his 6.5 twist AR barrel. I had to live through him crowing about shooting a few cleans at 600 yards and outshooting a boltgunner named Tubb with his 6.5 twist pac-nor service rifle.
When they were smaller and lesser known, they were very eager to please. I don't think White Oak is using them as much any longer. I'll have to ask him why.

Having owned numerous barrels from Pac Nor, I rank them right up there with Douglas. Pac Nor is real easy to bypass, when you add Lllja, Krieger, Rock, Bartlein and a host of others to the equation.

I have 2-17's, 224, 243, 284, and I think a 452 on a smokeless muzzle loader. I've been quite happy with all of them.

I hav three Pac-nors: a 6.5x257AI mountain rifle that they cahmbered and fit the barrel to, a .25/06 Savage screw-on barrel, and a .250AI chambered and installed by my local smith. All three are great shooters, and I'll probably get another down the road.

You mentioned you were wanting a 22 caliber but for what cartridge and what twist ???? makes a huge difference on the decision of a 3 groove. If you are thinking 1-12" to 1-14" twist for 40gr to 55gr bullets any cartridge would be fine, on the other hand if you are thinking 1-8" twist or faster for the 70gr-80gr bullets this combo only works with small to medium capacity cases. biggest that I would build would be a 223AI. You mix a 1-8" twist Pac-Nor 3 groove with a 22-250AI and 75grA-Max and most blow-up before they make it to target, that is when the barrel is new, none make it once there is the slightest firecracking in the throat. If you are going fast twist and big capacity save the debacle and choose a 5 or 6 groove. I have a 3 groove, 9 twist in a 223WSSM, shooting 75 Gr Amaxes in about half MOA for five. All of the 500 bullets shot so far made it to their intended targets (or near misses) so far. Your mileage may vary.

If I decrease the twist can I use a 3 groove barrel?

Only ever bought one from Pac Nor but theyve treated me well. It shoots great as a 35 Rem, but I just sent it back to have chambered to 358 Winchester. $100 and should be here in 2 weeks im told. Great people IMO.

My preferred barrel maker is Pac-Nor. Here are two 10 shot groups from a Pac-Nor .224" Polygonal Rifled barrel, 1:9" twist, I ordered as a prefit for a Savage Precision Target Action. The groups were fired during load development on different days. The group on the left was fired with a load using Federal 205 Match primers, the group on the right used Winchester Small Rifle primers (.206"). The red diamonds are .5" square. I have several Pac-Nor rifle barrels in ..22-250 and .22-250 AI, .223 Remington and .204 Ruger, with a .308 Winchester Polygonal barrel pending. I prefer the Pac-Nor as they offer both Savage prefits and Remington 700 barrels with the Savage type barrel nut. All my barrels are capable of sub .5" accuracy.
