I want to make some "express" rifle loads out of either cast or jacketed .45 Colt bullets...how do I do it? Even thin household paper is .003 thick or so, how can I wrap it around itself so that it will stick but not be bigger than .460 or so?

Check out you tube for a few videos, the paper is wet to stick and wrapped tight.
Looks like it's doable with a little practice.
It's common to use a template to cut the paper the same every time.
Post in the cast bullet section too for a more views and suggestions.

1886, get you some rolling papers or swipe some from the kid next door.
cut the end of said paper on a 45 degree angle, start your wrap 20thous in front of where your case mouth will be when bullet is seated. moisten the paper slightly, and that really means slightly because if to wet it will turn to slop. lay the paper on a piece of glass or something with low stick properties. roll the bullet on the paper so the loose end will be facing away from the rotation of the rifling. wrap until you get desired thickness. twist the base part of paper tight without tearing it as flat as possible to base of bullet. leave the twisted tag until the paper dries. it should be pretty hard when dry. use a razor blade to trim the tit or tag a close to the paper on the base as possible. have shot many 358 slugs in a 375 with this method with some astounding accuracy. tedious but works. enjoy.

1886nut, if PPing is your only goal then there are those here that can help you. However if your goal is just to increase the diameter of the bullet to fit your barrel then there are methods as well as tools out there to accomplish this for cast & jacketed slugs. It's not uncommon for the guys shooting smokesless muzzle loaders to bump up their jacketed bulets.
