What must be done to the magazine of an 8x57 Mauser 98 to permit just four down? Thanks

Are you looking to reduce the overall height of the action to make for a slimmer rifle? If so, not insurmountable by lowering the screw pillars on the bottom metal. The biggest problem that I see lies with the trigger which would then hit the trigger guard. A little adroit engineering can solve that too.
If you just want 4 in the magazine though, just load 4 like powdr said.

Would removing one half the diameter of a case from top of magazine and front pillar limit you to four down, or is that not the correct number? I agree that the trigger must be altered.

Yeah, I think milling 0.236" off the top of the mag and front pillar would get what you are after, and the trigger would need to be shortened as well.
I would lay out a stock with the different line of the bottom metal and trigger guard to see how it looks. Shortening the bottom of the grip that much might look rather queer and to keep reasonable lines through the grip you might have to do some rather extensive work to the trigger guard to pull it off.
