I found thees in a sporting goods shop yesterday. As new in box. A buddy looked up on his phone and said this out fit contracted to build tools for Pacific. What is the quality of these? How did I do?

It looks like they morphed into Hornady from wikipedia's listing.

Decent quality. My concern would be a broken decapping pin and finding a replacement.

Unless there aren't any options, why not just buy good quality dies from Foster or Redding?

Bair manufactured Pacfic reloading equipment while Pacific was in Lincoln Neb. When Pacific was bought out Bair continued to make the same equipment under the "Bair" name. Thats all I found out, Should be the same as old Pacific dies if that helps finding a decapping pin.

They looked like good quality. New but Old at the same time. So I decided to take the plunge at $19.

When I got serious about reloading, I replaced most of my lesser quality dies with Foster and Redding units. $19 is cheap and if you decide to replace them down the road, you'll likely get your $19 out of them.
