Does anyone use a small base sizing die for their 300 savage 99? I am finding that after several reloads the shells chamber somewhat stiffly requiring extra exertion on the lever. Or could it be that the shoulder is not being set back quite enough? Any thoughts?

Never had to use small base on any Savage 99.

Are you sure you are getting a good full-length resize? Follow the directions for your press and see what happens. What press are you using?

I've never had to use a small base die on any of the 4 rifles that I reload for in 300 savage. If you use a black marker on your brass and then chamber it you should be able to see where the problem is.

I am using an RCBS Rockchucker with RCBS dies. I am thinking that the shoulder may not be bumping back enough. I will try lowering the die 1/8th turn or so and see if that helps.
