I don't have time to point out all the fallacies and liberal myths in your post, but for a start you could check the US Dept of Education website and find that their funding was "cut" from a little under $40 Billion in Clinton's last budget to $68 billion in FY 2006. Some cut.
Of course, I believe education is a local function and the appropriation should be zero, but at least deal with facts instead of MoveOn world fantasies.
