We went thru this several years ago with our law enforcement folks. It basically came down to a safety issue that we both could live with. Our troopers and fire guys pretty much get along. Really haven't had an issue we couldn't work out face to face.

All I ever knew about incident command was that the LEO's did not want anything to do with patient care or burning things.

In order to ensure this, they took care not to aggravate the EMS/FF folks by closing things off and staying back until the gooey people where removed and the wet stuff was amply applied to the red stuff.

It's not been necessary in the hundreds ++ scenes I've been to, but we (FF/EMS) are responsible for the patients and our own. Law enforcement directs traffic and does the accident investigation. Once the patients and EMS have cleared the scene LEO take over.

We've ALWAYS had a very good working relationship with LEO in my AO.

Often, if not almost always, we are first on scene and depending upon the situation will close down the road until LEO show up to direct and control traffic.

It is the same in Texas. It rarely becomes an issue though. Normally these thing occur when somebody has tunnel vision in regards to saving a life, while the other is trying to save a thousand others. Conflict is inevitable. Chalk it up to being in the trouble business.

Typically for us, it would be the City Emergency Management Coordinator, who happens to be a cop, but could just as easily be a firefighter. If it doesn't warrant that much attention, it would definately be Fire. (We have LOTS of haz-mat.)

If you approach a haz-mat scene and can see,with the arm extended, any part of the cop around your thumb...you're too close.

Haz-mat scenes are for the rookies. Space suits and being hosed off in public is better left for those with a lot of ambition and less intelligence.lol

On a serious note, all of our military's jet fuel, most of their explosive making chemicals and 15% of the nations fuel are made within a couple of miles of my office. We work well with Fire and Industry. We have to.

The LEO's don't even handle traffic control 90% of the time around here, just fill out the accident reports. Scene safety should be first priority. The CHP officer in this case needs to find a new job in mall security.
