The 9.3 wouldn't be my choice of a build on that action, but that wasn't the question. If it were, then the answers are easy: 1) bullets trump everything else; build around those. 2) there is no replacement for displacement. 3) when in doubt, twist it faster.

1) No good 9.3's exist
2) Projectile integrity and aero form,soundly trump bigger turds. Not all diameters are "equal",nor close.
3) Increased RPM is no concession,but Pipe Dreams...is still Pipe Dreams and you gotta have #1,to eek #2,if only to substantiate #3.

Not disagreeing nor did what I posted contradict yours.
Personally, I'd go .284" around something akin to the 162 A-Max, on a 7RM or .280AI case (again, sticking with a LA 700) and twist it about 1-8".
But, that wasn't the original question.

In case everyone else hasn't made it clear, YES, a 30-06 action works perfect for a 9.3x62 because a 9.3x62 is just a necked up 30-06.
It's probably one of the more common conversions out there and makes for one helluva cartridge. Build it, shoot it, enjoy it.
