I have searched flies and waterbugs since it looks like webbed feet....haven't found it in either.

It's a big fly. I'm guessing some kind of horsefly. Don't get bit by one, they take a chunk out.

I'm starting to think enature sucks. Typed horsefly in search and got a flower, no insects.

It's not a horsefly. It looks like a Blue Bottle Fly.

It's a typical insect called the Buttus Bittus and about average size.

They thrive on the seats of chairs and other outdoor furniture.

A large example of the family tachinidae, or tachinid flies, the larvae are parasites of other invertebrates. What on earth that yellow mass on the side of the head might be I dunno.

Dipterans (flies) escape the pupal case by means of a sort of air-bag looking device on the front of the head. Basically the head capsule opens and a bag pops out, breaking the pupal case. Maybe in that one the airbag didn't deflate properly.
