Like the title says, Is a Ruger M77 II chambered in 6.5 x 55 sweede a long or short action? Thanks.

The 6.5x55 won't fit in a short-action 77 Mark II's magazine, so they're made on the long action.

That said, the 77 Mark II's magazine isn't as long as the Remington 700's. Instead it's what's usually known as ".30-06 length," about 3.35" long. This is still more than the minimum necessary for the 6.5x55, but provides some extra room for seating the very long bullets many people use in 6.5's these days.

Sakos are LA also, or at least the 85M that I was shooting today. Same action length as 270, 30/06, 9.3x62 etc
