Have spent the last day looking for information for Idaho non resident cow elk tags. Can anyone point me in the right direction?
The Idaho Fish and Game site was no help at all.

If all the cow tags are from the controlled hunt? Is there a unit where I can buy an otc cow tag?? I called Id fish and game yesterday, girl I talked with was very friendly but not very helpful. Been hunting 21a near Gibbonsville since 1984.

There are a few OTC cow hunts but most are controlled. The SE part of the state has the most in the Palisades, Tex Creek, and Bannock zones. The quality of hunting in that area is controlled by the weather. It takes snow to bring the cows in and a lot of rain will make the roads terrible. Also, I've been told that hunter numbers can be very high.
