Where is it "forbidden" for someone to ride a bicycle on the side of the roadway without a parade permit...?
It's forbidden anywhere where there are groups of bicyclist and pedestrians traveling down the highway with the false sense of security having been told that they in fact do have right of way and at a speed under the posted legal speed limit.
It has the aura of life in the third world.
There is no law preventing a wheel or a pedestrian from traveling down the side of the road but they do get killed on a regular basis and no charges are filed against the drivers of the motorized vehicles who done it unless DUI or the like. It gets the "well, if he didn't have good sense enough to get out of the road..." category, and is not unlike a train/automobile wreck... oh well!

So, it's not "illegal" for bicyclists to use the road where you are. That's all you had to say...that it's not "illegal". Incidentally, other taxes besides just the ones we pay at the pump also go to pay for and maintain the roadways. Yep, ridin' on the roadside is often dangerous, and it's a risk many of us choose to take anyway. When I take a bicycle ride of over a hundred miles in 6 or 7 hours it's hard to do it without riding on the side of the road...the ones that I help pay for and maintain.

I have a neighbor that is a grown man, +-40, but special needs... Can not drive a car but rides a wheel 40-50 miles a day.
About a mile from my house the other day I drive around a curve and have to slam on brakes to keep from rear ending the last car in a line of backed up traffic, maybe 5 cars in the line. It appears that neighbor, David, had spotted a turtle crossing the road, parked his wheel in the middle of the road and was in the process of blocking traffic, like a traffic cop, holding traffic in both directions.
I pulled over as I knew David and walked up to where he was, picked up the turtle and put him down on the side of the road in direction in which he was traveling.
Tried to explain to David but not too sure he understood.

At least he had an excuse. Some woman around here stopped on the freeway for a pack of damn geese and caused a hell of a wreck.
Stopped in the middle of I5! For a goose! I would try and shoe them outta the way, but not at risk to someone's life.
