I think that cartoon would be a takeoff of the Newfies. Trouble is, a lot of Newfies I've known, don't seem to have that particular accent. We have a bunch of guys at work, from western Ireland however, they definitely show where the Newfie accent originated. I keep teasing the one guy that the Irish must be reject Newfies.

When I went moose hunting in Newfoundland EVERY Newfie had an accent!! Trouble wuz that they were all different accents and it appeared even the Newfies couldn't understand each other at times! Our Man from Conche had a particularly indecipherable accent! Newfies are friggin' AWESOME folks

I was there last summer. Seems to me the Newfie accent falls somewhere between Maine and Britain.

Brits from some parts of the UK do that as well. If asked "Did you take that?", they answer "I didn't, did I?". Or "have you been to the pub/" They answer "Yeah, I went, didn't I?"

I happen to work with a chap who immigrated from Great Britain to Canada whereupon he joined the Navy and was stationed a good long time in Newfoundland.
Whatever it is he speaks, it's assuredly not decipherable English at times!
While I've said this before, it bears repeating that while I'm sure there must be grumpy Newfoundlanders out there, I've yet to meet one and that goes for my coworker too. Couldn't find a more pleasant chap to spend a day working beside.

As you know about me, my direct lineage comes from very close to the Havre/medicine line part of the world - so it's my considered opinion and theory that's why you understand at least a portion of the gibberish I produce.
On another note I saw a circus bear yesterday in the neighborhood - was working on the water system that feeds our collective area - anyway at first I thought it was a Red Setter - interesting color phase anyway Dave.
