This is fake news. It was reported later it was actually a commercial for Progressive Insurance and Firestone tires. The Mexican in the car was yelling at the guy to stop filming and move away from his car, as the scene was totally ruined by the nosey driver with the camera.
On an open road? Hardly likely.....
