How so? Beer is legal and I can make it in my own home w/o paying any likker tax but only hobbyists do it. I could grow my own tobacco and roll my own cigars but i don't. Same thing would happen if they legalized pot. Sure you could grow your own and some would but try and compete with a corporation making better stuff and it's going to sell on the open market.
