Not so period. Custer State Park land belongs to the state of SD, public land administered by Custer State Park. They have their own Game dept who make their own decisions as to how many deer ,elk, antelope , mountain lion tags and buffalo permits to be drawn for. That buffalo bull tag is $5000 + as we speak.While they can roam 80 k acres,they are hunted so little that they have no fear of hunters.
