Could be parallax. Set the rfle up on a solid rest and then see what the crosshairs do relative to the bullseye when you move your head slightly left and right or up and down AT 200 yards; If the crosshairs DO move relative to the bullseye you've found the problem. To temporarily solve the problem, you can move your head back farther from the scope until you have a VERY SMALL field of view (circle), then center the crosshair in that tiny circle while aiming at the bull, sort of like using it as a peep sight.
