Even though the groups started tightening up a bit I didn't feel right about dropping the charge any further. Your best bet for reducing loads is going to be with pistol powders. My brother has a nice Remington Limited in 221 FB, and he has had excellent results from several powders, including Unique, Longshot, and Titegroup.
