The whole thing reads like the plot from Enemies Foreign and Domestic by Matthew Bracken.

No one goes through the effort of planning target selection and logistics for months to pull something off like this without outside assistance and a plan to use it as a pretext for something else. Why were Boston and Chitcago considered for massacres and dropped in favor of LV?

Democraps are the only lifeforms that can benefit from incidents like this.
