It is illegal to kill any animal in Pa that is not in season. Even f'n chipmunks.
At one time, he would have been shot. Probably not now.
He'd still get shot in my part of PA.
Same set up here in Missouri. Some kid just made the news and is in some trouble for shooting one of our elk. Our game code book is smaller than most because it tells you what you can do. If it ain't in there, you can't do it.
