Again, extra steps does not mean better results. If you can't get good results as I described above and in the powder coating tutorials I've posted on various forums over the years, you could ask yourself why, what's different, etc.

BTW static is generated by shaking the bullets in the tub. If you have trouble getting powder to stick well without adding too much, shake harder/faster to generate more static. 10-20 seconds is enough time, but it should be hard and vigorous, no gentle one-handed swirling as I've seen some guys suggest.
