Short answer is some do, some don't. Like any tube magazine, the cartridge stop is set up for a narrow range of cartridge OAL. If you really want to use Special brass the best option is to handload with the Keith bullet. In both 38 and 44 Specials that setup will put you in the ballpark of Magnum OAL with Special brass.

I've got a Rossi 92 that is in the "won't" category, except that it will if you work the action with a certain jiggle/shake motion. Okay on the range but not outside of it. I did once shoot a B92 that ran great with regular 44 Specials, so again, some do - some don't.
