Isn't incompetent policing the best argument for the formation of a "Committee Of Vigilance"? Just give those inmates T shirts with several concentric red rings on them, front and back, and let John Q. Citizen take care of business! Once a little street justice gets done the rest of the scumbags will be begging to get back into jail where they're safe!
