What material is it made of? Steel, I'm going to guess. This sounds like a pretty simple machining project, basically just duplicate a shotgun shell in drill rod or something similar, with a few O ring grooves on the outside and a snug slip fit primer pocket.

Yup, steel. Don't know if it's stainless or not however.
They do a nice job machining them and cutting the grove.
