How much variation are you seeing in your COAL when you measure your cartridges to the ogive for this bullet? Guessing it’s got something to do with the seater.
I used to see quite a bit of COAL variation in my loaded rounds, particularly with c+c bullets with exposed lead tips, but even sometimes with plastic-tipped bullets. When I started measuring BTO, however, I noticed that they were nearly all dead-nuts on-the-money.
