Sue them in federal court for the cost of the pandemic they caused, then subtract an enormous judgement from what we owe them.
That won't wash...but suing them for with-holding vital information would.
And as for a judgement, once governments around the world twig that it would be an excellent way to remove property (ports etc) from chinese stewardship you will see a rush like none before.
Literally a mad dash for chinese assets in each sovereign land.
But first things first, start an organised litigation and freeze assets as quickly as possible before they divest themselves of said assets (jiggle books).
