I agree - BUT it literally must be done all at once... A few here and there won't do it - the gov't has the final say in the issuance of the various licenses (more BS) needed to operate; as in 'liquor', 'food service', 'sales tax', 'health' etc...
They yank those - and the owners are screwed....

Open, let the fines sit.
Find a pro bono or contingency lawyer to file suite against
everyone from the cops to the governor.
THAT.... Have the lawyers file suits - tie up/overload the system... Use Alinsky against 'em ...
