The moderator needs a buzzer to shut both of them up when the time is up. The buzzer needs to be loud enough to drown them out and needs to be held down until they STFU. The moderator also needs to stop them and remind them of the agreed upon, rules of the debate. When they show no sign of answering a question they should be stopped and reminded of the question. GD
