Depends on the die. Standard neck sizer yes, they do make a shoulder bump neck die.
I don't think Lee makes a shoulder bump neck die but I know Forster does
Not sure exactly what that might be, but Redding makes a FL bushing die that can be fitted with the neck bushing of your choice, and adjusted to bump the shoulder while neck sizing.
