Don't know for sure, but pretty sure that Waylon was the one that led what became known as the "Outlaw movement". Not that there weren't outlaws before him.
On another note, I worked with the son of the guy (Larry Wise) that Johnny Paycheck shot. The son was NOT a fan of Johnny. Said his dad was sitting in a bar minding his own business when Johnny walked in and somebody said, "Hey Johnny, ever tried some of Larry's turtle soup?" Johnny reportedly said, "I ain't no damn redneck!" and shot Larry.
