The migration and importation of such persons as any of the state's now existing shall think proper to admit, shall not be prohibited by the Congress prior to the Year one thousand eight hundred and eight, but a Tax or duty may be imposed on such Importation, not exceeding ten dollars for each Person.

So 11,000,000 people x $10 = $110,000,000
It doesn't say anything about adjustments for inflation but one third of the period (~81 years) from the time of writing to now means that $10 becomes $186.84 or for the full 245 years we are talking on the order of $550 per person or $6.05 Bn that the federal government could take from the States piggy banks...
