He’s not only a terrible chief but he was probably a terrible cop.
Any cop (and lawyer) knows that eye-witnesses are terrible witnesses. Ask 100 and you’ll get 100 different stories. You might be able to piece something decent together, but they’re hardly reliable witnesses.
