Jackson never said that. You can thank Mr. Horace Greeley for attributing the quote to Jackson during the war between the states. Jackson actual quote was as follows;

"the decision of the Supreme Court has fell still born, and they find that they cannot coerce Georgia to yield to its mandate.”
