In my opinion, which is just that..mine, and an opinion;
You could get any and all of them in "above average" condition at those prices and probably turn them around for a gain almost immediately.., condition is the key.
The 99K will retain it's value as long as it retains it's condition, and increase steadily, although not rapidly, as judged (by me..) in the 15 internet-driven years I've been paying attention to 99s
The 99H will sell, and increase depending on the quality of the engraving.
The 23B will always be subject to the attraction of vintage cartridges, and the condition of the vintage scope
selling collectible stuff is always about knowing where to find your market.., You've found the right audience for your collection of Savages.
