My opinion, the Russians and Chinese have never been able to form much of an alliance with each other. But both of them understand that America has become a very unstable nuclear superpower with a massively corrupt government.
No one in the world has any respect for the American government. No one in the world trusts the American government. Everyone in the world understands that America has been poisoned from within and will collapse soon enough with no help from outside influences.
They're just waiting.
^^^^^ This. And on top of it all, they know that Biden is non-compos mentis. They are fully aware we do not actually have a president, but a cabal of puppet masters acting as president. They know they can do damn well whatever they want---our military is busy accommodating trans troops and pregnant women. Winning a war is very low on our PC priority list.
