Chester, PA was an awesome place at one point in time. Both sides of my parents family lived there for 3 generations.


It surprised me to see a smallish town (pop about 34,000) in PA make the list but then I saw this - 75% African American and then it all started to make sense.

And there was this statistic: "There were 11,662 households, out of which 37.3% had children under the age of 18, 19.5% were headed by married couples living together, 35.6% had a female householder with no husband present, - - - "
Chester is pretty much a suburb of Philly. As MarkFed said, it was pretty decent at one time.....no longer though.
