Cops.
No surprises here at all. LOTS of crime with assault, battery and property damage being committed RIGHT IN FRONT OF THE COP but NOTHING is done until the man pulls out a gun thinking he may have to defend his life, and THEN our boy in blue get brave and acts against the victims leaving the criminals alone to commit more crimes.
But criminals can be dangerous and regular citizens not as much, so the cop arrests the victims.
"Officer safety" and all that I guess.......
