I honestly don't think premium tags should be available to nonresidents any longer. Goat, sheep, moose and antelope are already so hard to draw as a resident... kind of sucks to live here and compete with the whole world for a chance to hunt your own backyard
Do non-residents have the same draw odds as residents? I believe Idaho limits non-residents to 10% of the total tags available. I may be wrong though.
