They have to fund the deep state somehow. Drugs have normally been a big part of that equation. Illicit trade bring wealth untold. It’s estimated the underground economy in the US alone is 12% of our GDP worth nearly 2.5 trillion. Just in the US! Think there’s people in high places not getting a huge taste of that?
