Yes, it is. I don't think he knows for sure yet. I suppose that he is imagining going after deer. I'm sure he does not understand the differences between that and elk hunting.
We'll be discussing that, plus that fact that there is a lot more to hunting than just shooting.
Lots of advice putting the cart before the horse. Advise him to start with a .22 rimfire and as suggested above, take a hunter's safety course,

Personally, I'd look at the Mossberg line of rifles - I've been impressed with them,
HOWEVER, the Remington 700 has SO many aftremarket upgrades/add ons you can't go wrong.
Savage Axis has a reputation for accuracy, as does the Tikka.
Winchester Model 70 is just so classic (the Rifleman's Rifle)...
