The Alaska Pipeline only took 3 years to build. There were 4 years available recently to gitter done and it went no where. I've stopped holding my breath on the thing ever getting done.
The survey started in 1965 and the first piece of pipe rolled in in 1975. There were a lot fewer issues to resolve than there are today.
