Have had several guys who have been inside the state system tell me they would rather get a 24+ month sentence than 1 year. Over 24 sends them to the State Pen. Ironic that you then get housed with worse offenders, but in much better conditions.
It sounds like we need to change our penal system when criminals prefer one type of incarceration over another. Jail should not be a place anyone should want to go.
