All those things mentioned are ten fold in Colorado, except the point system. The 2nd draw gives preference to all youth applications .So unless there are several hundred tags left for the draw, all the 20,000, + adult applications are donating i$7 or $9 to CWP ,because all those low number of tags are awarded to youth. Adults never even get into the cue
