George Bush set up the Afghanistan debacle. When he decided to remain in Afghanistan for decades, he set up the bad scene that has unfolded in the past month. It was inevitable, once President George the Stupid decided that "we're gonna build a democracy in Afghanistan."
Of course, it was Cheny who ran the show, he told the ninny George what to do, and George did it.
