My prediction is that you will get a lot of internet tough guy false posturing in response to this, assuming any of the “men” actually read that far. None of them would actually do any of what they’ll claim. They will be very clear that someone else should do it though.
But if a person objects to a bag being placed over their head by hospital staff, why not just leave? Installing the bag can’t possibly make the emergency situation any better.

Onto your second paragraph, according to one class I recently took from a former ER physician, I was surprised to hear the following. I was told that improvement of outcomes from emergency room visits rarely changes the survival rates.
In this case, they are applying a different "medical device" than the Intubation method that kills nearly 100% of the patients.
