Bush may have put the mechanism into place but it was absolutely Obama & his handlers that executed it & turned it into what it has turned into today.
And it's pretty much self perpetuating.............& beyond the control of voters, even if elections were clean.
All of DC, 100% of it, is corrupt for it's own well being.
DJT never really understood, or grasped, the depth of the deep state, given many of the boneheaded appointments that he made, until it was too late.
